Primary Therapist for First City Recovery Center where she provides individual, family, marital and group therapy.Cindy graduated from Taylor University and University of Louisville, Kent School of Social Work. Cindy has over 25 years of experience in Counseling and 11 of those years in Substance Use Treatment. She specializes in dual diagnosis for individuals who have the disease of addiction and are working on healing from trauma, anxiety, depression and pain. Cindy is passionate about providing positive, professional, evidence based treatment that elicits change and supports individual improvement in their goals.Personally, Cindy enjoys spending time with her husband and her adult children, hiking, camping and reading.

Jason found sobriety through Alcoholics Anonymous and weekly groups with fellow veterans at the VA. From these experiences, he would become passionately involved in working in the substance abuse industry. Jason is a member of the Veterans Association of America, where he helps provide resources to veterans diagnosed with PTSD and substance abuse disorder. He relocated to Kokomo, Indiana, to help launch First City Recovery Center. Jason is excited about First City Recovery and the effect it will have in the community, by showing the ones who suffer from the disease of addiction, a better way to live.

Kristina is passionate about substance abuse and mental health recovery, and is committed to empowering clients to choose a better life for themselves. Kristina obtained her undergraduate degree in Psychology with a concentration in Neuroscience from Florida Atlantic University, and a Master of Science in Applied Psychology from Lynn University. She has worked in Operations, Clinical, Administration and Executive positions in the addiction treatment sphere and has worked across the Nation as a leader in addiction care and as a consultant through J & J Consulting Group.

He originally got sober in August 2013 and found a passion to help others who struggled with Mental Health and Substance Abuse Disorder. With this new found passion , Chris held positions such as , Behavioral Health Technician, Lead Behavioral Health Tech, Outreach Coordinator, Director of Marketing and now he’s our Director of Admissions. Chris moved to Indiana in April of 2018 to pursue his career in the SUD field. He accepted his current Position as Director of Admissions for First City Recovery Center and looks to help as many people struggling as he can.

Lori Rhinebarger (Douglas) is a Lead Behavioral Technician, Registered Nurse, Peer Coach and has worked in substance abuse and addiction for five years. Lori lives in Kokomo, where she is an active member of Kokomo’s recovery community. Lori started her career at St. Vincent Hospital in Kokomo. At the hospital she worked there in several different departments until graduating with her RN, including the ICU. After St Vincent, she then pursued a career in hospice and shortly after she would begin her work in the field of addiction treatment. Substance abuse has now become her passion and life’s work to help the still suffering addict and fight against the stigma of those with substance use disorders.

Michelle Russell is a Registered Nurse who has worked in Substance Abuse Disorder for approximately three years. Michelle was born in Ohio and raised in Kokomo since age 3. Michelle started her career as a BNA working on the Medical/Surgical floor, then once graduating from Indiana University Kokomo, worked in the Emergency room for 10 years. She saw how some patients with addiction were treated and wanted to make a difference. Michelle is very compassionate when it comes to working with substance use disorder and mental health which she holds close to her heart.

Lori Rhinebarger (Douglas) is a Lead Behavioral Technician, Registered Nurse, Peer Coach and has worked in substance abuse and addiction for five years. Mindy Weir was born and raised in Kokomo, IN where she attended Indiana University Kokomo and graduated with a dual Bachelor of Arts degree. She then moved to Arizona for 5 years where she found her passion for social work while helping a family member overcome Substance Use Disorder and successfully graduate from drug court. After returning to her hometown of Kokomo, she had the opportunity to work as an independent case manager, helping families involved with the Department of Child Services put their lives and families back together. She brings her experience from these endeavors and her dedication to helping others to her Case Management role at First City Recovery Center.

Mindy Weir

Case Manager

Born and raised in Kokomo Indiana, Nathan White’s personal battle with drug use began at age 13. Eventually finding freedom from addiction in the rooms of recovery, Nathan credits 12 step fellowships with saving his life. An outspoken member of the recovery community, Nathan has spoken on numerous occasions at Celebrate Recovery, AA guest speaker meetings, community events, as well as carrying the message of hope to a wide audience on social media. Nathan first began working in recovery as a Peer Recovery Coach before eventually joining the team at FCRC as Lead Behavioral Health Technician. Excelling at his job working one on one with clients, Nathan was recently hand picked to be FCRC’S Safety Officer. His passion for helping people, dedication to his job, and service to the recovery community have made Nathan a valuable asset to First City Recovery Center.
